When the Local Authority was asked "WHY?", they said:
Malaika was removed from her mother on the grounds of neglect as she was at risk when she was three months old. At that time, we did not have any Muslim foster carers with with whom we could place Malaika. We therefore had to place her with an African Caribbean family who were Catholics, but as soon as Mr and Mrs A were approved, they were seen as a more appropriate match for Malaika. She was therefore placed there when she was seven months old.
When it was agreed by the court that Malaika would not go back to her mothers care, we started our search for a Muslim adoptive family for her. Malaika's mother was a non-practicing Muslim and she agreed that Malaika could be adopted by a Catholic family, as her father was Greek Catholic.
"Malaika had been cared for by a Muslim family for a period of time and attempts were made over 12 months to find a permanent Muslim family for her, with no success. If a family has been found for a child, we cannot keep a child of Malaika's age in public care. The adoptive family did match her needs, but unfortunately they were not Muslim."
If the foster carer had put in a request for the adoption of Malaika, there would have been a better chance that all her needs would have been met.
